  • The Ministry of Culture of the Russian Federation has launched the “Pushkin Card” program. Project aims to popularize cultural events among young people. Beginning from September 1, 2021, Russian citizens aged 14 to 22 years will be able receive the "Pushkin Card".     The main goal of the social program “Pushkin Card” is to show culture for youth, make theaters, exhibitions, museums more accessible, modern cinema.   • 1. First, register on the State Services portal and confirm your account. It's very simple, the portal interface is intuitive, the main thing is that you have your own passport.

    2. Download and install the special application “Government Services.Culture” on your smartphone. The application is available on GooglePlay, AppStore and AppGallery, and is absolutely free. If you find it difficult to navigate digital stores, you can scan the QR code at State Services.

    3. Order the issue of the “Pushkin card” in the application. When it is ready, you will receive an SMS notification and you can pick up the finished card at the nearest Pochta Bank branch.

  • The Pushkin Card has no additional design requirements. If you are between 14 and 22 years old, and you have a confirmed account with State Services, just download the “State Services.Culture” application and order a card.

    If for some reason you do not have an account, you can apply for a card at the Pochta Bank branch. To do this, you will need a Russian passport and SNILS.

  • A virtual card can be ordered in the State Services.Culture application through a verified account on State Services.

    Plastic cards are issued at the Post Bank branch, which you indicate when ordering, upon presentation of your passport and SNILS. The plastic card must be activated at the ATM, and then set a unique PIN code to protect it.

  • Unfortunately, it is impossible to sell the Pushkin Card, transfer it to someone else, or withdraw money from it. The Pushkin Card is a social benefit of a personal nature; it can only be used personally and only for its main purpose.

    Any third-party actions with the card are fraud and are criminally punishable (Article 159 of the Criminal Code of the Russian Federation).

    The program rules purchase of tickets to third parties are prohibited. All tickets purchased using the Pushkin Card are personalized. When visiting, you may be asked to provide proof of identity. If a violation of this rule is detected, the organization is obliged not to allow the violator to attend the event.

  • No way. You cannot withdraw money from the card. Moreover, attempts to circumvent the ban may result in card blocking and criminal punishment under the article “Fraud” (Article 159 of the Criminal Code of the Russian Federation). It is also impossible to top up the card balance, transfer money from it or receive any benefits on the card.

    The Pushkin Card is intended exclusively for purchasing tickets to cultural events included in the social program.

  • If for some reason you are unable to go to your planned concert, don’t worry. A ticket purchased using the Pushkin Card can be returned in the same way as any other. Just contact the place of sale (remember that this must be done no later than 3-4 hours before the start of the session) and ask for a return. The money for the returned ticket will automatically be returned to your account.

    At the same time, returning tickets does not affect the annual balance of the card in any way. If you purchased a ticket at the end of one year and returned it at the beginning of the next, the money for it will simply be burned, as will the entire balance on the account.

  • Lost your card? No problem. To begin, suspend the lost card through your personal account or call the operator, and then simply order a new one.

    A new card is made within two weeks from the date of application. The cost of its reissue is 100 rubles.
